Symptom
in devices like: c800, c2900 and c1900, the oid cbQosPoliceCfgRate64 does not retrieve the correct values when they are running recent versions. However, all of them work as expected if version 15.1(4)M4 is running
Conditions
1. devices running recent versions (like 15.7(3)M4a)
2. device has to have qos configured
