Symptom
A 9400 switch could experience a memory leak in the CMCC process when a line card is present, but shut down with 'hw-module slot shutdown':

Conditions
Line cards are present in the chassis, but manually shut down in the config.
Workaround
Refrain from shutting down line cards in the global config. If a card needs to be brought down, remove/unseat the card from the chassis.
