Symptom
When dot1x configuration is applied to interface, and then do OIR, FED error message will be displayed on console.
"fed: Port Manager error -port access: resource access failed."
Conditions
1. Config interface with dot1x:
(config-if)% dot1x pae authenticator
2. Do OIR (module reload)
hw-module subslot x/x reload
