Symptom

ISE can't load portals after import from ISE PB.

Conditions

If imported language bundle has more than 15 language files, ISE fails to load portal after import. But ISE PB supports 17 languages by default.

Workaround

Downgrade to 2.4 patch 5 or install 2.4 patch 8 which is having the fix.
