Symptom

On Cat3K | Cat9K, unable to reach the SVI from directly connected devices after the switch comes up after a reboot.

Conditions

- Issue seen only when switch comes up after a reboot. - So far reported on 16.6.5, 16.9.2 and 16.10.1 codes

Workaround

Shut/ No shut of the SVI resolves the issue which can be triggered again on reboot.
