Symptom
With the command 'hardware ip glean throttle' in place, the traffic is still hitting the hardware rate-limiters and increasing by millions of packets.
When there are ARP Incompletes in the enviroment runing with M3 linecards, the command is not working as expected in comparison with F3 modules.
Conditions
'hardware ip glean throttle' running with M3 linecards. This command is working properly with F3.
