Symptom
ISIS IPv4 adjacency would go down or remain down
Conditions
1) ISIS is configured with IPv4 and IPV6 address families.
2) The user either removed the IPv6 address family via `no address-family ipv6` or entered `no multi-topology` under the IPv6 address family.
