Symptom
ACL is not passing traffic after upgrading to 16.6.4 from 3.7.4E because it it not getting programmed in hardware due to below error in show log.
%ACL_ERRMSG-4-UNLOADED: Switch 1 R0/0: fed: Output IPv4 L3 ACL on interface Vlan776 could not be programmed in hardware and traffic will be dropped.
Conditions
Upgrade from Nova to polaris.
The configuration has heavy use of ACLs.
Workaround
Downgrade the device or remove the ACL
