Symptom
When we try to navigate to Administration > System > Certificates > Certificate Authority > External CA settings and add a new CA, edit or delete a CA we get an error message:
'Error:Unable to load extCaSettingsAction.do?command=scepCreatePreload status:401'
Workaround
Contact TAC for a temporary Apex license.
