Symptom
Router crashed in QFP FIPS code, while the FIPS mode was not enabled.
Conditions
No "platform ipsec fips-mode" in the configuration.
A crash caused by another reason - in this case unsupported "shared" ipsec tunnel protection under virtual-template interface.
Further Problem Description
This is not causing any customer visible problems. It was found while analysing a crash that was not triggered by FIPS.
