Symptom
After SMU installation, one of the XR VM was not reloaded
Workaround
XR VM reload, card reload
Further Problem Description
On SMU installation, the XR VM is reloaded.
Here, after the VM was shut, the SDR resources IP/MAC were not cleaned up as message failed to reach the process. Thus XR VM was never started after being shut.
