Symptom
iBGP dynamic sessions are not forming.
Conditions
The peergroup associated with the dynamic neighbor listener is configured after the listener is configured.
Workaround
Complete peergroup configuration before configuring the dynamic neighbor listener. If router has already booted up in this manner, then unconfigure and reconfigure the dynamic neighbor listener.
Further Problem Description
The configuration order upon router bootup will by default hit this defect.
