Symptom
A port scan shows UDP port 1812 and 1813 as "open" even if radius configuration deleted.
Because IOS does NOT send 'port unreachable ' to a NMAP server after aaa and radius commands are deleted.
But it DOES send 'port unreachable' after reloaded.
Conditions
Initially, these symptoms have been observed on a Catalyst 6509 running Cisco IOS
Release 12.2(17a)SX3.
Workaround
Reload chassis.
