Symptom

After the ASR9k VSM card is reloaded (when virtual-services were activated), the virtual-services can go into "recovering" mode and never go back to an activated state.

Conditions

This happens when VSM cards are reloaded using either the admin reload commands or removed manually from the chassis. This defect is only applicable to ASR9k using the AS9k VSM card, and configured to use virtual-services.

Workaround

Process restart of service manager has been found to resolve this issue: process restart service_mgr
