Symptom
After router reload, the vrfs never converged on standby RIB, on active all tables are converged.

Conditions
* BGP config optimal-route-reflection, which will create a vrf in default table
* BGP is NOT a protocol on the created vrf
* After router reload, the created vrf never converged on standby (only on standby)
