Symptom

IPOE subscriber cannot come online when cover route for subscriber IP is not in the RIB table. In show ipsubscriber ma trace or show log we see: "failed as valid cover route not found for subscriber-ip" Subscriber is l3 routed. Cover subnet is received also by some other routing protocol.

This has been seen in 5.3.4

Workaround

Workaround is not to use less specific prefixes received via BGP on some other interfaces.
