Symptom

Outoing ssh connection failing with this error message: RP/0/RP1/CPU0:router#ssh 10.0.0.1 %ssh_xr connections are not permitted from this terminal. RP/0/RP1/CPU0:router#

Conditions

This happens on a router running 64-bit IOS XR when "transport output ssh" is explicitly configured.

Workaround

Do not configure the "transport output" command or configure "transport output all".
