Symptom
MPLS PW will flap when primary BGP LU path to reach the remote PE goes down. MPLS PW stays down for the duration of "bgp nexthop trigger delay x" configuration under address-family IPV4 BGP configurations. There is no problem in datapath as BGP PIC Edge would have happened in hardware and traffic would have started flowing via the BGP repair path.
Conditions
The issue will be hit in the following condition.
MPLS PW remote PE is reachable via BGP LU (RFC3107).
DUT has both primary and repair BGP paths.
Primary BGP path goes down.
