Conditions
This issue is seen in XR 5.1.0 onwards where a code merge happened that introduced the situation.
this issue is mostly specific to the 36x10 linecard. other typhoon LC types are not affected.
Further Problem Description
The link between the FIA (fabric interface asic, also known as Skytrain/SKT) and the LC fabric is a SERDES based link.
One of the parameters in FIA on the 36x10GE card was accidentally incorrectly programmed during hardware initialization and possibly resulting in this issue.
