Symptom
On NCS5508 a long link detection delay is observed , of around 1300ms when the cable is removed from a QSFP module . This DDTS improves the link detection time
Conditions
To recreate the problem
1. Bring two interfaces up (I'd recommend trying with a LR4 module)
2. Pull the cable of any one module (and not the physical module itself)
3. Calculate the time for both the interfaces to come down
