Symptom

After shut /unshut of Bundle-Ether interface ( BE8 ) , bundle-ether is stuck in negotiating state - not coming up.

Conditions

DUT is NCS5508 running 6.1.2.05I Scale is 30K ISIS + 4K TE tunnels
