Symptom
When "restart all" command is given in telephony-service, all the ephone-dn remains in "DOWN" state.
Conditions
This issue is encountered only when "restart all" is given under telephony-service.
Workaround
After restart all is given, reconfigure a ephone-dn with "conference ad-hoc" under it. This will ensure that the phone-dn channels are in "IDLE" state.
