Symptom
After Upgrade Reprovision / power cycle, we may get the Syncloss.
Conditions
If there is flap on the ingress side the port may see the sync loss.
Workaround
Need to re-trigger the self-healing on ingress serdes.
Sometimes peer port shut/no shut also recovers the link.
configure fec/no fec also works sometimes.
Further Problem Description
On CDR side we noticed the DFE run was not complete. some issue seems to be related with signal propagating to the serdes.
