Symptom
Hard boot server with CSR running. After a rejoin-stack.sh has brought the openstack node up, the CSR may boot to grub if a config change and wr mem has been executed.
Workaround
Shut down the CSR and start it back up before hard booting the server. This flushes the grub menu file to disk so it does not boot to grub anymore.
