Symptom
The EP will not boot UP %PLATFORM-LDA-3-MPA_POWER_FAILURE :
Unable to power on MPA in bay:1. Reason:PCIE init failed (0x00000013-No such device)
( All legacy EPs could hit this problem).
Conditions
EP power up. EP OIR or Reload, LC OIR or Reload
