Symptom
When a tunnel using BFD over TE reoptimizes the install timer will run. The expected behavior is to not use the install timer at all.
Conditions
TE tunnel (tunnel-te) with BFD configuration.
Workaround
None. This will not cause any issue. The tunnel simply has to wait until the install timer expires before the traffic can be switched to the new LSP
Further Problem Description
With BFD enabled the install timer is not needed because the BFD ensures the forwarding has been programmed on all mid-nodes. This bug is only seen in 5.3.2
