Symptom
The Cisco ASR9000 used as BNG may continue to send Configuration Request packet after having received the Protocol-Reject. This behaviour is not inline with the RFC1661 that states that:

Conditions
In PPP deployment with the ASR9k BNG solution. Noticed in 5.2.4.
Workaround
The command "ppp ipcp passive? will prevent BNG to pro-actively generate IPCP. BNG will wait for client to initiate IPCP.
