Symptom
In distributed deployment for ISE 1.3 patch two when we have two separate MNT nodes one primary and one secondary and primary MNT goes down (network connectivity issue or physical problem with primary MNT) after this event detected it took around 4 minutes for every refresh of Operation Authentication page.
