Symptom
ESD process of big switch on SC0 keep restarting when SW0 fully come online, reach maximum times that trigger admin VM relad
Conditions
when we are not receiving IP addr of SC card(of which is now controlling the SW0) when SW0 is fully operational
Further Problem Description
When big switch comeup, the force select bit will clear and before we will check if SC has the ip or not, if not have ip, we will set don't select bit. But we are not receiving the ip of SC sometimes that will trigger NTSW, and hot unplug each time, then esd restart and reach maximum times.
