Symptom
ospfv3 router gets into stub-router always mode after RP switchover
Conditions
the problem happens when "always" had been enabled in ospfv3 stub-router configuration, and then removed from the configuration
Workaround
after removing "always" from stub-router submode, restart the ospfv3 process on the standby RP
