Symptom
Katana: ability to shut NMSP (default) service on TCP port 16113.

After this fix, the NMSP feature needs to be explicitly enabled using CLI nmsp enable. This change satisfies the security baseline requirement that no TCP ports should be open as a default option. The NMSP port 16113 can now be disabled with CLI no nmsp enable which was not an option before this fix.
