Symptom
The ICL Shaper set by ifo_ea is configured at two levels by PRM.
1. At L4 level on the P1 queue. This shapes all the P1 priority traffic at the configured shape rate (50 Mbps for 4.2.1).
2. At L3 level on the aggregate traffic coming out on P2, P3 and P-Normal queues. This shapes the aggregate traffic (non-P1) at the configured shape rate (50 Mbps for 4.2.1)
Hence, the L3 shaper configured on satellite ICL would allow a maximum bandwidth of 100 Mbps in the worst case, though the limit specified by ifo_ea is just 50 Mbps. This is because priority P1 traffic (shaped at 50 Mbps) is allowed by L3 in addition to its shape rate of 50 Mbps.

Workaround
There is no workaround. In 4.2.1, there is very less traffic going on the ICL default queues. Hence, this will not have any impact for this release.
