Symptom

If a batch of create subscribers are sent to PM with some of them already in non-zero error status, entire batch fails.

Conditions

When sending a batch of creates to PM, ensure there are no pre-marked subscribers with error code as non-zero

Workaround

Do not send duplicate mac addresses
