Basic Description :
When QPPB and input QOS policy to match on prec/qos group is configured on subinterface then traffic coming into the sub interface gets dropped.
Symptoms :
Traffic drop seen on sub interface which has QPPB + input QOS policy to match on prec/qos group set by QPPB.
Conditions :
Happens always when QPPB + input QOS policy configured on sub interface
