Symptom
Missing pos state update, mainly the UP event or bundle related events. If UP events are missed, then the
interface will never come up until the spa is reloaded resulting in traffic loss. POS will not be part of the
bundle and there will be no stats update on the bundle pos interface.
Conditions
Occurs on process restart and on ISSU
Workaround
No better woraround then reloading the spa/plim
