Conditions
The problem may happen when software interfaces (BVI, Tunnels, Loopbacks, VLAN etc)
are deleted from configuraion and quickly readded back.
Workaround
Wait until SPF finishes prior readding the recently deleted interfaces back to the configuration.
To recover when the problem is hit, restart the ospfv3 process.
