Symptom
CME: Incorrect indexing in bulk speed dial
Conditions
CME running 12.4.20 T1 Or T2
1. Load the csv file on the flash and configure the commands for
bulk-speed-dial.
2. Checked the index for entry 1942
CME#sh telephony-service bulk-speed-dial global 1 1642

1642 00321920022 BOULOGNE SUR MER no no
3. Now removed the 1642 entry from the file and uploaded the file
again, removed the bulk-speed-dial command and added again.
4. Checked the index again
CME#sh telephony-service bulk-speed-dial global 1 1642
=== Complete index search *11642 ==
1652 00562360600 TARBES no no
Its showing the entry for 1652 .

the issue is cosmetic, but there is anomaly.
