After upgrading the code to 9.4(2a) users are not able to add SNMP v3 users from the switch. switch(config)# snmp-server user <xxx> network-operator auth sha <phase1> priv <phase2> warning: unable to update CLI users database reason: command execution error This is only seen in 9.4(2a) any version below we can create the user without issues.

Workaround: By default, when you create a user in a switch, it creates an SNMP user as well. So, either you can create a user, or you can use below command to create the SNMP user.
