Symptom
Reg Domain checked fail on -P domain AP's 2.4G radio, radio slot 0 is not providing service in this situation.
1. Make sureAP3800's cookie are correct for -P domain (0x002D/0x0039).
2. On the WLC controller, select support country code only J2 (Japan 2(P))
3. AP join controller successfully.
4. Changing channel on 5G radio, Pass.
5. Check radio slot 0, it's down.
6. Try to make it up, an error message poping-up as;
'This slot is not operational because Regulatory Domain check failed! Unable to enable the AP'
Workaround
Change the WLC domain to both J2 and J4
