Symptom
transcoder/dspfarm resource association/allocation issue is seen when the maximum transcode sessions per box is changed through 'telephony-service -> sdspfarm transcode sessions' command.
Due to this, dspfarm resource can't be used even though it is registered.
Conditions
Issue will be seen if the maximum transcode sessions per box is decremented through 'telephony-service -> sdspfarm transcode sessions' command
Workaround
Re-register (shut & no-shut) dspfarm after chaning the maximum sessions per box through 'telephony-service -> sdspfarm transcode sessions' command
